What happened?
The new Russian Law on Technical Regulation defines the products (product groups) subject to mandatory certification for conformity to Technical Regulations of the Customs Union (TR CU) or GOST-R. Those products CANNOT be legally imported in the Customs Union (Russia, Kazakhstan, Armenia, Kyrghyzstan and Belarus) unless certified for conformity.
According to the newly adopted Customs Union Technical Regulations (TR CU), certification documents can be issued ONLY in the name of the importer/agency, which is to be a Russian legal entity.
The biggest practical ramification for foreign exporters to Russia is as follows:
The producer has to bind his product with a trusted Russian company for the period of the certificate’s validity (1-5 years).
If you do not have such a trusted company in Russia,
or you do not want to emphasize one of your local distributors over others,
or want to bring your goods to Russia prior to finding your distributors,
YOU DO NEED A REPRESENTATIVE!
